Thanks for the comment! I think the tension you mentioned is similar to the use of Christianity, or Catholicism in particular, as an identity marker by populists in the US and Europe while advocating for policies that contradict the Church's teachings, especially on immigration.
But you're right, I do keep coming back to Pacem in Terris because I think it does lay the foundations for later encyclicals and shorter documents that talk about international order.
